You chose option C — Tell the dispenser to stop putting the stock back on the shelf. The stock must be kept for evidence as part of the investigation into the incident.
Stock that has been dispensed and left the premises cannot be reused, moreover, it is prudent to keep the stock (including labels) as evidence may be required at a later date.
